Dear Mr. Keppler:

The purpose of this letter is to provide our response to IE Compliance Bulletin No. 86-01, " Minimum Flow Logic Problems That Could Disable RHR Pumps." We have determined that the Perry RHR system is not susceptible to the single-failure vulnerability described in this Bulletin. Each Perry RHR pump has an associated minimum flow valve controlled by a separate flow element in the discharge path for that pump.

This concludes our response to this bulletin.
