Dear Mr. Denton:

The Vogtle SER required that the capability of the ultimate heat sink (UHS) be verified with respect to inventory loss due to seepage. As noted in the SER, your staff calculated that the UHS capability would not be adversely affected for losses less than 15 gpm. GPC was required to test the tower basins and verify that the seepage rate would not exceed 10 gpm for each tower. GPC performed the required tests and found the seepage loss for Unit 1 NSCW tower A to be 1 gpm and tower 2 to be 2 gpm.

The Unit 2 NSCW towers are of identical design and construction as the Unit 1 towers. This fact, plus the most favorable results of the Unit 1 tests, adequately demonstrates the capability of the tower basins to retain the required water inventory.

It is therefore respectfully requested that tests for the Unit 2 NSCW tower seepage not be performed and that this item be closed in a supplement to the SER.
