NRC INTEGRATED INSPECTION REPORT NOS. 50-325/97-11 50-324/97-11
Dear Mr. Hinnant:
'On September 27. 1997, the NRC completed an inspection at your Brunswick
reactor-facility.
The enclosed report presents the results of that
inspection.
During the six weeks covered by this inspection period, our ins)ectors found
that your staff generally took a safety conscious approach to tie activities
conducted at the Brunswick plant. However, seven violations were identified.
aix of the violations were related to implementation of

specification or procedure requirements. We are concerned that these
recuirements be correctly implemented to avoid more serious problems.
Adcitional attention is needed to insure program and procedure requirements
are properly implemented.
This inspection determine'd that you had not satisfactorily comaleted
implementation of Generic Letter 89-10. " Safety-Related Motor-Jperator Valve
Testing and Surveillance." Further, the inspection identified a violation
involving the lack of prompt corrective action to resolve inadequacies in
design assumptions and uncertainties surrounding open thrust measurements for
your motor-operated valves.
Your letter to the NRC dated October 2. 1997,
conmitted to actions which will aid in resolving the remaining outstanding
issues regarding your implementation of Generic Letter 89-10.
These violations are cited in the enclosed Notice of Violation and the
circumstances surrounding the violations are described in detail in the
enclosed report.
Please note that you are required to respond to this letter
and should follow the instructions specified in the encloted Notice when
preparing your response. The NRC will use your response. in part, to
determine whether further enforcement action is necessary to ensure compliance
with regulatory requirements.
