Commissioner McGaffigan's Comments on SECY 97 275:

I approve the staff s approach for offering and providing assistance to the Agreement States on a case-by-case basis that would help State agencies identify and clarify their training needs, and for examining cost effectiva alternatives for providing technical assistance and training to the Agreement States. With regard to examining cost-effective training alternatives, I offer the following for the staffs consideration.

I note that the staff has found that NRC's costs for course conversion far exceed any projected savings. So effectiveness and efficiency do not warrant 80X conversions at this time. This would indicate that the staffs further efforto and resource expenditures in this area should be modest other than those resources being expended for the NRC

I also agree that the Chief Information Officer should continue to coordinate the assessment of the business case for future investments in attemative training whether for intomal NRC purposes or for Agreement Stata purposes. While the paper thoroughly discusses altematives to the traditional classroom training approach, there is relatively t,ttle discussion on the other, less technology-driven, training alternatives identified (e.g., regional training by NRC, a contractor, or a group of State instructors; agreements with local universities and colleges; or commercially available courses that meet the training objectives). The staff should inform the Commission whether a business case can be made for the use of these training alternatives.

STAFF REQUIREMENTS SECY 97 275 GUIDELINES FOR PROVIDING ASSISTANCE TO AGREEMENT STATES AND ALTERNATIVES FOR TRAINING The Commission has approved the staff's approach for offering assistance to the Agreement States on a case-by case basis that would help State agencies identify and clarify their training needs. This includes (1) continuation of research and evaluation of emerging training technologies, and (2) conversion of selected courses or portions of courses to attemate methodologies where effectiveness and efficiency warrant.

The Chief Information Officer and the staff should continue to coordinate the business case for future investments in alternative training whether for internal NRC purposes or for Agreement State purposes. The staff should inform the Commission in the event that a business case can be made for the NRC to use other training attematives briefly discussed in the paper which are less technolegr<triven (e.g. regional training by NRC, a contractor , or a group of State instructors; agre4rm%e with local universities and colleges; or commercia available coumes that meet the training objectives) The business case analysis of training attematives should be comprehensive and include costs and cost savings to Agreement States as well as to the NRC.

The staff should explore, as appropriate, the off site training attemative, in particular, locations in Agreement States, and report their findings to the Commission for consideration. (in the context of this SRM, off site refets to training at sites other than its current normallocations in the TTC, NRC headquarters or regional offico, :,r NRC contractor's office.)
