I approve the staffs proposed guidance for offering assistance to States on a case.

by-case basis that would help the States' agencies identify their training needs to their appropriate authorities. I endorse the continued use of traditional classroom training. However, I also endorse the continuation of research of emerging training technologies that could offer a viable altemate training format. I strongly support the use of these technologies where effectiveness and of5ciency warrant. Staff should continue to evaluate potential long-term cost benefits from these technologies even when short term costs may be high.

Staff should further investigate the off-site training alternative, in particular, locations in A0reement States. This altemotive has proven to be a cost-effective way to encourage State participation in NRC's training courses at minimum cost to the NRC.

For example, the inspection Procedures course has been frequently presented in 2

States such as Florida, Texas and California. The host State was responsible for providing facilities for the course and paying the travel and por diem for its students.

in many cases, adjacent and nearby States also funded the travel and per diem of their students. NRC costs were limited to the travel and per diem and salaries of the

course presenters, travel and per diem for guest lecturers and support for the course (mainly preparation and production of course manuals). As part of their investigation, staff should identify those courses that are amenable to being offered away from the Technical Training Center. Staffs cost analysis should consider possible ways the States could assist NRC in maximizing the cost-effectiveness of this training alternative (e.g., providing facilities, etc.). Staff should report their findings to the Commission for consideration.
