~ This letter addresses Technical Specification 3.8.1, Action B.2 for San Onofre Nuclear Generating Station, Units 2 and 3.

For one required diesel generator

-(06) inoperable, Action 3.8.1.B.2 states:

Declare required feature (s) supported by the inoperfle DG inope:able when its redundant required feature (s) is inoperable.

The first sentence of the Basis for Action 3.8.1.B.2 states:

Requircd Action.B.2 is intended to provide assurance-that a loss of l

offsite power, during the period that a DG is inoperable, does not result in a complete loss of safety function of critical systems.

Southern California Edison (SCE) has historically interpreted this Action L

statement to apply to critical accident mitigation equipment which relies on j_

either offsite power or a DG for motive power; e.g., pumps and valves. The specific components are listed in San Onofre procedures.

SCE does not apply this action to instrumentation which is connected to a tattery backed source.

,In order to clearly define the required actions, SCE is prepa ing a change to the Bases'for Action 3.8.1.B.2, which will specify the critical components and L

their associated Technical Specifications. This change will be provided to l/

the NRC by November 21, 1997, for information or approval, as appropriate, in accordance with the provisions of the Bases control program in Technical
