Gentlemen:

This refers to the routine safety inspection conducted by Mr. W. B. Grant

of this office on May 19-22, 1986, of activities at Braidwood Nuclear Power

Station, Units 1 and 2 authorized by NRC Construction Permits No. CPPR-132

and No. CPPR-133 and to the discussion of our findings with Mr. E. Fitzpatrick

p and others of your staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas exaniined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified during the course of this

inspection. We are concerned, however, that recent personnel losses within the

health physics program may significantly weaken the effectiveness of that

program to address both preoperational and operational activities.

Please

respond within 30 days of the date of this letter informing us of your actions

to address this concern.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
