and Safety Issues MOTION TO WITHDRAW CONTENTION NH-10 1.

By Order dated September 13, 1982 the Licensing Board admitted Contention NH-10 (Control Room Design).

The primary focus of this contention was the Applicants' compliance with NUREG-0737, Item I.D.1, the Control Room Design Reviews, and Item I.D.2, Plant Safety Parameter Display Console.

A hearing on this control room design contention was deferred pending the Applicants' completion of its Detailed Control Room Design Review (DCRDR) and Safety Parameter Display System (SPDS).

As has been documented in Supplement No. 3 to tne Safety Evaluation Report for Seaorook Station dated July 1985, and in Safety Evaluation Report Supplement No.

the Applicant submitted its DCRDR Report in April of 1983, and has since responded to all the questions and requests made by the Staff.

  • The DCRDR and SPDS sections of Supplement No. 4 of the SER Were attachec to the Staff's June 4, 1986 Fifth Monthly Status Report.

The Applicant has also submitted to the NRC Staff its report entitled "Seabrook Station Safety Parameter Display System (SPDS),

TMI Task Action Plan I.D.2".

The State has reviewed that report, and the' Applicant's response to the Staff's Requests for Additional Information on the SPDS.

The undersigned counsel also attended a May 21, 1986 exit briefing conducted oy the NRC Staff at the conclusion of the on-site audit of the Seabrook SPDS.

After considering all the materials suomitted by the Applicant and the NRC Staff, the State has concluded that tne issues raised by the State regarding the DCRDR and the SPDS have oeen satisfactorily addressed.

Any outstanding matters may properly be left to the Staff's continuing and confirmatory review and/or as license conoitions as the staff has suggested.

See Supplement 4 to the SER at page 18-3.

In view of the foregoing, the State of New Hampanire respectfully requests that it be permitted to withdraw Contention NH-10.
