GRADED QUALITY ASSURANCE, OPERATIONS QUALITY ASSURANCE PLAN (REVISION 13), SOUTH TEXAS PROJECT, UNITS 1 AND 2 (STP) (TAC NOS, M92450 AND M92451)
Dear Mr. Cottle:
By [[letter::ST-HL-AE-5321, Forwards Revised STP Electric Generating Station Operations QA Plan, Incorporating Methodology for Implementation of STP Graded QA Program.Draft Procedures Also Encl|letter dated March 28, 1996]], the Houston Lighting and Power Company (HL&P) submitted a revision to the Operations Quality Assurance Program (00AP) for STP that incorporated the methodology for implementation of graded quality assurance.
The OQAP change was submitted in accordance with 10 CFR 50.54(a).
The Nuclear Regulatory Commission (NRC) staff's review of the OQAP thanges entailed many meetings, evaluations at the site, telephone discussions, requests for additional information, and the submittal of supplementary information, culminating in a final submittal dated August 4,1997.
The extent of the staff's review of the 0QAP changes for STP and the conclusions reached are described in the enclosed Safety Evaluation which is provided for your information. The staff concluded that the revised 0QAP changes (Revision 13 comprised of changes QA-028, QA-032, and QA-033) are in conformance with the requirements of 10 CFR Part 50, Appendix B, which permits the grading of quality controls over activities affecting the quality of safety-related structurer, systems and components to an extent consistent with their importance to safety, and was therefore determined to be acceptable for implementation. As noted in Section 4.0 of the Safety Evaluation, the staff intends to monitor HL&P's implementation of the graded quality program at STP
.to provide continued assurance of the effectiveress of the 0QAP.
It should be noted that the NRC's approval of Revision 13 of the 0QAP does not include change QA-027 which is under separate review.
