Dear Mr. Martin:
As required by the Palo Verde Nuclear Generating Station Unit 2 Operating License, NPF-51, I am hereby certifying that item 1.a of Attachment 1 to the license has been completed for initial entry into Mode 1.
We have installed and verified operable a Post Accident Sampling System which meets the provisions of NUREG-0737 (II.B.3). The operability of all systems required for Mode 1 entry has been demonstrated by successfully meeting the acceptance criteria in the PVNGS Technical Specifications. This has been accomplished by the completion of the applicable surveillance tests or by pre-operational testing, which verifies the meeting of requirements of the Technical Specifications and which was performed within the required surveillance interval or by operability as demonstrated for Modes 2, 3, 4, 5 and 6.
