Enclosed is an application for an export license for 53.8 kilograms of low enriched uranium for export to Canada for use in the SAGA-N Submersible Vehicle.
The anplication was inadvertently sent to the Department of Energy on May 28, 1986 as a generic case.
Before taking action on this license application, we would appreciate your views, in accordance with established procedures, as to whether the proposed.
export meets the applicable criteria in the Atomic Energy Act, as anended by the Nuclear fron-Proliferation Act of 1978.

Dear Sir:
GA Technologies Inc. (GA) hereby makes application, pursuant to 10 CFR 110 to export TRIGA fuel elements to Canada. We anticipate signing two contracts in the near future with ECS Power Systems Inc. of Ottawa, Canada: (1) to fabricate 100 TRIGA LEU 20-20 fuel elements (i.e. 20 wt-%
uranium of 20% enrichment), and (2) ..to perform tests on those fuel ele-ments in our Mark F TRIGA reactor. The testing would consisb of operat-ing the fuel for steady state tests for a few weeks. Sometime after the conclusion of those tests, the irradiated fuel will be loaded into an ap-propriate shipping container and shipped to International Submarine Trans-portation Systems Ltd. in Nova Scotia for uee in their SAGA-N Submersible Vehicle. In essence, the anticipated contracts would involve GA supply-ing TRIGA fuel elements for use in a Canadian designed and built nuclear powered submersible vehicle for use in commercial underwater exploration purposes.
These fuel elements will require 10.0 kg U-235 contained in 50.8 kg uranium enriched to 19.9 w/o max.
We are asking for a five year license in order that we may supply any replacements under warranty.
