Mr. Donald A. Reid Senior Vice President, Operations Vermont Yankee Nuclear Power Corporation 185 Old Ferry Road Brattleboro,VT 05301
SUBJECT:
ISSUANCE OF EXEMPTION FROM THE REQUIREMENTS OF 10 CFR 70.24-VERMONT YANKEE NUCLEAR POWER STATION (TAC NO. MA0303)
Dear Mr. Reid:
By letter dated December 16,1997, Vermont Yankee Nucicar Power Corporation (the licensee) requested an exemption from the requirements of 10 CFR 70.24 conceming criticality monitors.
The licensee's letter dated January 13,1998, provided additional information supporting the exemption request.
On the basis of the information provided, there is reasonable assurance that irradiated and unirradiated fuel will remain suberitical during handling and storage; furthermore, you maintain radiation monitors that meet General Design Criterion (GDC) 63. The low probability of a criticality, together with your adherence to GDC 63, constitutes good cause for granting an exemption from 10 CFR 70.24.
A copy of the exemption is being forwarded to the Office of the Federal Register for publication.
Sincerely, D
