50-304/g7019(DRP))

Dear Mr. K'ingsley:

This will acknowledge receipt of your letter dated November 3,1997, in response to our letter

dated September 30,1997, transmitting a Notice of Violation associated with Inspection Report

No. 50 295/97019(DRP); 50-304/07019(DRP) for the Zion Station. We have reviewed your

corrective actions and hava no further questions at this time. These corrective actions will be

examined during future inspections,

in your response, you denied that Violation 5, involving a quality control cleanliness inspection

during emergen;y diesel generator starting air check salve installation, was a violatir ; of NRC

requirements. Specifically, you maintained that the quality control cleanliness inspection was

performed correctly and that the manufacturer's material specification tag had become lodged

between the check valve body and air system pipe flange during final assembly after that witness

point had been satisfied. We reviewed pertinent documentation and interviewed personnel

associated with this activity. Information provided supports your characterization of this

occurrence and sve are, therefore, rescinding Violation 5.

'

We also noted that your response to the violation included corrective actions to improve the

staffs understanding and implementation of management's expectations in the areas of work

[

practices anel quality control inspector performance. The corrective actions included briefings of

the maintenance staff which stressed the *Stop, Think, Act, and Review" concept and the need

- for a second verification of foreign material exclusion principles. In addition, the quality control
