Dear Senator Snowe:
Thank you for your letter of October 9,1997, in which you expressed your appreciation for the U.S. Nuclear Regulatory Commission (NRC) holding a public meeting in Wiscasset on October 7,1997, to discuss the decommissioning of the Maine Yankee Atomic Power Station.
I was pleased to hear that one of your staff members was able to attend the meeting.
In your letter, you state that you would like to know how the NRC intends to respond to concems not answered at the meeting. As you noted in your letter, the October 7th meeting was held to discuss the decommissioning process. The NRC will be holding another meeting on November 6,1997, at 7 p.m., at the Wiseasset High School to discuss the Maine Yankee Post-Shutdown Decommissioning Activities Report (PSDAR) and to answer questions and take comments from the public, including those questions involving unresolved issues from the October 7th meeting. The NRC staff will address in writing any questions that cannot be answered, as well as any written comments that are received. Tiiese written responses will be made available in the NRC local public document room located at the Wiscasset Public Library. In addition, any person who would like a copy of the document will be offered the opportunity to be placed on distribution.
You also urged the NRC to continue holding open forums in the Wiscasset area. The NRC will provide an opportunity for public input at the PSDAR meeting and the NRC will also convene a public meeting following receipt of the Maine Yankee license termination plan.
The NRC's review and approval process provides an opportunity for the public to request an adjudicatory hearing on the license amendment that would approve the termination plan. In addition, as Maino Yankee decommissions the plant, it may submit several license amendment requests, each of which would provide an opportunity for the public to comment at.d to request a hearing.
The NRC intends to maintain an active inspection program to provide oversight of activities during decommissioning. The PSDAR and updates to the Maine Yankee decommissioning Schedule will be used to schedule NRC inspection resources for significant decommissioning g
activities.
