NRC Response to PSC Submittals

NRC Letter, Heitner to Walker dated May 2, 1986 (G-86241)

Dear Mr. Berkow:

In preparing a response to Reference 1, PSC has identified a list of open items for which PSC is awaiting NRC action. Attachment 1 to this letter briefly describes each item and provides reference information. Attachment 2 contains a list of items which appear in NUREG-0748, Vol. 5, No. 11 and are also in the NRC review process.

In a meeting with the staff on June 4, 1986, the NRC provided verbal updates of many of the items listed in these attachments. We appreciate receiving copies of the NRC comments on the Technical Specification Upgrade Program, the draft SER fer the Technical Specification changes for Category I and II ISIT Surveillance Requirements and LC0 4.1.9 comments.

For Attachment 1, PSC would appreciate a written response as to the status of the items listed in order to confirm our understanding of the items discussed. PSC has also prepared a similar letter for U. S. NRC Region IV requesting the status of several I&E items. As you review this letter and find that additional information is required from PSC, we would be glad to provide needed data.

ATTACHMENT 1 to P-86398

1. Generic Letter 85-02 (CL-1146) - In letter P-85244 (Brey to Johnson dated July 11,1985), PSC responded to the applicability of Generic Letter 85-02 concerning steam generator tube integrity to Fort St. Vrain. PSC would like NRC confirmation of the acceptability of PSC's response.

2. Beta Monitoring (CL-1230A) - In letter P-85339 (Gahm to Hunter dated September 25, 1985), PSC provided a proposal for a filtration system and beta monitor. PSC indicated in that letter the need for NRC response, which has not been received.

3, Procedures Generr. tion Package (CL-1121A) - In letter P-85386 (Gahm to NRC dated October 30,1985), PSC submitted a summary report of the procedures generation package for Fort St. Vrain.

PSC has received no written confirmation or ccmments concerning the acceptability of this approach.

4. Detailed Control Room Design Review (CL-1218) - In letter P-85384 (Warembourg to Butcher dated October 29, 1985), PSC submitted documentation concerning the detailed control room design review (DCRDR). In January 1986, PSC requested an expedited review of four specific aspects of the DCRDR (PSC letter, Warembourg to Berkow dated January 17,1986(P-86005)}. PSC is awaiting NRC action on this issue.

5. Policy Statement on Engineering Expertise (CL-1365) - In letters P-86047 (Gahm to Berkow dated January 20, 1986) and P-86365 (Gahm to Heitner dated May 15, 1986), PSC provided our position concerning the Commission policy statement on engineering expertise on shift. PSC would like a formal confirmation of the acceptability of our position.

6. Control Rod Drive and Orificing Assembly (CRD0A) Preventive Maintenance Program (CL-1200B) - In letter P-86078 (Gahm to Berkow dated February 3, 1986), PSC provided the NRC a proposal for a comprehensive CRDOA preventive maintenance program. PSC considers this item to be complete but would like to know if NRC comments are forthcoming.

7. Records Storage Center (CL-1229) - In letter P-86069 (Warembourg to Berkow dated April 12, 1986), PSC submitted to the NRC information pertaining to the construction of a new records storage center. PSC is awaiting to an NRC response on this planned building.

8. DBA-1 and DBA-2 Relationship to Environmental Qualification (CL-1349) - In response to a staff request concerning the effect of the EQ program on DBA-1 and DBA-2, PSC submitted letter P-86280 (Walker to Berkow dated May 12,1986). PSC is anxious to receive

9. Chernobyl Event - In letter P-86358 (Brey to Berkow dated May 9, 1986) PSC submitted to the NRC a discussion of the Chernobyl nuclear reactor accident and its implications upon Fort St.

Vrain. In NRC letter G-86287 (Denton to Lamm dated May 29,1986)

PSC understands that the NRC will review any new information pertaining to Chernobyl and re-assess the staff position contained in G-86287 prior to the restart of Fort St. Vrain.

NOTE: Several issues are not included above but are identified in Attachment 2. These issues are the subject of continuing discussions al though PSC considers that the issues need to be resolved as soon as possible. Especially important to PSC are formal NRC responses to the PPS Instrument Setpoint submittal, the LC0 4.1.9 submittal, the Appendix R Exemption Requests, and Environmental Qualification issues.
