Dear Comminioner de Planque:
I enjoyed the chance tn meet and talk with you last week. Oregon and the NRC have a long standing cooperative relationship. Several issues facing both our agencies will benefit from this relationship. I would IE 60 emphasize two of the issues important to both of us.
The Northwest Compact has a long history with the Low Level Waste Policy Act. Several of
-our States were active in the ' genesis of the legislation, We are more convinced than ever that support for the provisions in the Act is the right way to assure long-term access to disposal capacity. It is tempting to consider mid-course corrections now that the full force of the
. Compacts are being felt. Our concern is that if unsited regions feel there are changes to the current process in the offing, they may not be able to justify moving ahead under the law as it now stands.
1 It is important that Oregon and the NRC work closely on matters related to decomminioning of the Trojan plant. We have a good start on these issues, and I look forward to continuing discussions. Specifically, we will be looking closely at Trojan's draft decommiuloning plan.
p Over the next eight months, we will be considering rules Oregon's Energy Facility Siting Council will use to approve the plan. I want to work closely with your staff as these rules are developed.
I know it is difficult to work one more stop into your busy schedde. But, if you find yourself in I
the west and can make time to stop, I would like to work out a visit. Governor Roberts has had a long-standing interest in nuclear issues, and I would like an opportunity to arrange for you to meet her. Please let me know if this might work out.
j Sincerely, e r Barbara Roterts f
