Enclosed is a report from Brookhaven National Laboratory, a Region III contractor, addressing design change evaluation, quality assurance, construction, procedures, and offsite dose / shielding calculations. Our revit.w has concluded that the Interin. Radwaste Storage Facility (IRSF) should meet its design objectives. Notwithstanding, we note that backup analyses for 10 CFR 50.59 evaluations were not completed nor is there a formal quality assurance program in place. We also note that a comon design is being built at LaSalle, Quad Cities and Zion.
In order to facilitate our further review to determine if additional action is needed with respect to the weaknesses and open items identified, your coments are solicited.
