Gentlemen:
This refers to the physical security inspection conducted by Messrs. James A. F.
Kelly and R. A. Caldwell of this office during the period March 31 through
.
April 4 and May 2, 1986, of activities authorized by NRC Operating
'
License NPF-47 for River Bend Station, and to the discussion of our findings
with Mr. W. J. Cahill and other members of your staff at the conclusion of the
inspection.
Areas examined during the inspection included physical barriers - vital area,
compensatory measures, security organization management, security program
audit, records and reports, and personnel training and qualifications. Within
these areas, the inspection consisted of selective examination of procedures
and representative records, intsrviews with personnel, and observations by the.
inspector.
Those findings are documented in the enclosed inspccti0n rcport.
During this inspection, it appeared that certain of your activities were in
violation of NRC requirements.
Paragraphs 2 and 3 of the enclosed inspection
report provides details of apparent violations.
As discussed in the telephone

conversation of May 30, 1986, with you, we have scheduled an enforcement
'
conference in our office on June 10, 1986, to discuss these apparent violations,
the reasons for occurrence, and your corrective actions. We will also discuss
any enforcement options if appropriate.
The material enclosed herewith contains Safeguards Information as defined by
10 CFR Part 73.21 and its disclosure to the unauthorized individuals is
prohibited by Section 147 of the Atomic Energy Act of 1954, as amended.
Therefore, the material, with the exception of the report cover page, which is
an inspection summary, will not be placed in Public Document Room.
