Subject: Inspection No. 50-322/86-08

This letter refers to the routine resident safety inspection conducted by

Mr. John A. Berry and Mr. Clay C. Warren at the Shoreham Nuclear Power Station,

Wading River, New York. The inspection covered the period from March 1 to

April 15, 1986 and consisted of observations of activities, interviews with

personnel and document reviews. The results of the inspection are described in

the NRC Region I Inspection Report enclosed with this letter and were discussed

] with members of your staff at the conclusion of the inspection.

Based on the results of this inspection, it appears that one of your activities

was not conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation, attached herewith as Appendix A. These violations have

been categorized by severity level in accordance with the revised NRC Enforce-

ment Policy (10CFR2, Appendix C) published in the Federal Register Notice

(47 FR 9987) dated March 8, 1984. This notice is sent to you pursuant to the

provisions of Section 2.201 of the NRC's " Rules of Practice", Part 2, Title 10,

Code of Federal Regulations.

The response directed by the accompanying Notice is not subject to the clear-

ance procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980, PL96-511.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures

will be placed in the NRC Public Document Room.
