Dear Mr. Callan:

In response to a concern involving the intrusion of salt water inta the spent fuel pool resulting in dvgradation of the concrete pool structure, the NRC responded in Reference I by stating that "the NRC has not issued regulatory requirements or guidance for periodically inspecting incidents of degradation of structures in nuclear power plants or to report inci,!cnts". Why hasn't the NRC issued the regulatory requirements and guidance being discuss? ' ie feel this is necessary for public health and cafety. Further on in Reference 1, the NRC states that it "has not established requirements for evaluating and monitoring the effects of salt water on componcats.. " Once again, why not? This is also necesury for public health and safety.
