ACCEPTANCE REVIEW FOR THE INTEGRATED PLANT ASSESSMENT SYSTEM AND COMMODITY GROUP REPORTS (TAC NOS M99587, M99588, M99589, M99590, M99583, M99,584, M99585, and M99586)

Dear Mr. Cruse:

On July 30,1997, Baltimore Gas & Electric (BG&E) submitted the following four Ic.egrated Plant Assessment technical reports pursuant to 10 CFR Part 54 for review by the staff of the U.S. Nuclear 'egulatory Commission (NRC) to support a license renewal application in case BG&E deterdnes at a later date to formally submit an application: Reactor Pressure Vessel and Control Element Drive Mechanisms / Electrical System (4.2), Compressed Air System (5.4),

Component Cooling System (5.3), and Environmental Qualification (6.3).

In accordance with the license renewal rule (10 CFR Part 54) the Integrated Plant Asriessments and the Time-Limited Aging Analyses are expected to provide the relevant information to meet

, the requirements of 10 CFR 54.21 (a)(1)-(3) and 10 CFR 54.21(c), respectively, of the license renuwal rule. On April 4,1996, the staff issued a final safety evaluation report in which it concluded that BG&E's mathodology met the requirements of 10 CFR 54.21(a)(2), provided reasonable assurance that components subject to aging management would be identified as required by 10 CFR 54.21(a)(1), provided processes for demonstrating that the effects of aging g

would sound methodbe adequately managed for evaluating Time-Limited Agingas required Analyses by by as required 1010CFR 54.21(a)(3),

CFR 54.21(c). To and facilitate the review of license renewal technical reports, BG&E developed a template to provide J]

guidance for the content and format of a technical report. The staff reviewed the template (the version dated August 30,1996) and concluded that its proper implementation should produce acceptable technical reports for the staff's review.

On the basis of its preliminary review of the four Integrated Plant Assessments, the staff finds that Reports 4.2,5.3 and 5.4 generally identify the types of components subject to aging managerant, describe the applicable aging effects for those components, and describe aging management programs in accordance with the methodology and the template. The staff therefore has sufficient information to initiate a detailed review of these reports. The staff has begun these reviews and intends to prepare safety evaluations on these reports. In the event BG&E submits a formal license renewal application, BG&E has stated that its application will reference these reports. The staff's preliminary review does not represent an opinion regarding the adequacy of these submittals for meeting the requirements of 10 CFR Part 54. The staff will forward any questions it may hava about BG&E's bases for meeting the applicable requirements as they arise.
