DEFERRAL OF NRC ARCHITECT /ENGINEERINSPECTION
Dear Mr. Olivier:
This is in response to your letter, dated December 8,1997, that prov, 'ed a supplemental response to the NRC's 10 CFR 50.54(f)lotter on design bares information. *'our letter describes a substantial revision to BECC's approach to the issue. It also,equested NRC to defer its Architect / Engineering inspection planned for January 20,1998.
NRC found the program described in your December 8,1997 letter acceptable, in general.
However, we noted that your letter did not address how BECO would i ify and validate program results. Based on discussions during the November 21,1997 Predecisional Enforcement Conference and during several phone conversations between Mr. V. Oheim of your staff and myself, we understand that BECO plans a series of vertical slice reviews, along the lines of NRC Safety System FunctionalInspections, to satisfy the need for verification and validation.
7 Based on the above, NRC has agreed to defer the Architect /Er.gineer Inspection. NRC believes it appropriate to allow BECO to focus its current efforts on implementing improvement initiatives described during the November 21,1997 conference, in both the areas of design bases information and engineering support to the plant. NRC will continue to monitor progress in both those areas. As your staff suggested, we will meet with your staff in March,1998 to hear early results of your design bases program. We also intend to perform some independent vertical slice inspections in parallel with the implementation of your programs. We willinform you of the schedule for those inspections following the-NRC Plant Performance Review Meetings scheduled for Marco,1998 We will continue to monitor the quality of engineering support to the plant through our routine inspection
