dVBJECT: NRC INSPECTION REPORTS 50-010/97022(DRS); 50-237/97022(DRS);

50-249/97022(DRS)

Dear Mr. Perry:

On October 17,1997, the NRC completed a physical security inspection at your Dresden -

Nuclear Power Station. The enclosed report represents the results of that inspection.

Areas examined within your security program are identified in the report. Within those areas,  ;

the inspection consisted of a selective examination of procedures and representative records,-

observation of performance, and interviews with staff. The objective of the inspection effort was

to determine whether activities authorized by the license were conducted safely and in

accordance with NRC requirements.

Based on the results_ of this inspection, no violations of NRC requirements were identified.

During this inspection, out observation of your activities showed that the security program was '.

generally implemented in a sound manner and the required level of protection to the site was -i

-

maintained. In particular, the efforts and ac'ivities of your security organization to identify.

' package control oroblems appeared to be effective and resulted in improvement to that

- program.

,

. Additionally, Mo other findings, not involving violations, were identified and are provided for

your Information and review. One finding invoiM your security force _ identifying six examples

of inadequate package control within tne protected area. -On each occasion non-security

personnel responsible for controlling the packages _ wore apparently unaware of package control

__ requirements. Those six deficiencies demonstrated a reduction in the effectiveness of your

package control program. - In the other case, your quality assessment group identified

deficiencies that showed poor search techniques by some security officers in their ability to

identify prohibited items. These findings reduced the effective _ of your search nrogram. _ We _

acknowledged your comments that measures will be implemented to correct these deficiencies, t
