VALVE INSERVICE TESTING PROGRAM - VERMONT YANKEE NUCLEAR POWER STATION (TAC NO. M97544) ,

Dear Mr. Reid:

By letters dated Decent >cr 19. 1996. August 13. 1997, and September 10, 1997. Vermont Yankee Nuclear Power Corporation (VYNPC) submitted Revision 18 of its third ten year interval for inservice testing (IST) of pumps and valves. In Revision 18. VYNPC submitted three new relief requests (RR-V13. RR-V14. and RR-V15), and four revised relief requests (Revision 1 for RR V12. RR P03. RR P05, and RR P06). The staff has evaluated these relief requests and is providing the enclosed safety evaluation.

The alternatives proposed in valve relief requests RR-V12 (Revision 1). RR V13. RR-V14. and RR V15 are authorized pursuant to 10 CFR 50.55a(a)(3)(ii) on the basis that the proposed testing provides reasonable assurance of valve operability and imosition of Code requirements would result in hardship without a compensating increase in the level of quality or safety. The alternatives proposed in pump relief requests (Revision 1 for RR P03. RR P05 and RR P06) are authorized pursuant to 10 CFR 50.55a(a)(3)(ii) on the basis tha the revised relief requests provide improved instrument accuracy from those previously approved and that imposition of Code requirements would result in hardship without a compensating increase in the level of quality or safety.
