Dear Mr. Kingsleyt ,

a In letter dated February 5,1997, Commonwealth Edison Company (Comed), the licensee for --

- Zion Station, Units 1 and 2, submitted an analysis of the transport of coating pavilcies in the Zion =  ;

Station containment during a loss-of coolant accident (LOCA). The analysis was developed in -

support of Zion Station's efforts to remove faulty coatings and replace them with qualified i

l coatings. -This issue was originally raised as a result of inspections during the Zion Station,-

N  : Unit 2 refueling outage (Z2R14) in the summer of 1996, which indicated that there were p oblems  ;

~

' with the coatings inside the containment. ,To complete its review of the licensee's submittal, the '

staff requested additional information in a letter dated May 23,1997, to which Comed responded -

in a letter dated September 5,1997.

Based on its review, the staff concluded that Comed's analysis described in the February 5,

' 1997, submittal, and supplemented in a letter dated September 5,1997, and the removal of

_ unqualified and undocumented coatings within the zone of influ6nce and recoating activities,-

4 have resulted in containment coatings that are acceptable for the restart and operation of Zion -

Station. Unit 2. Furthermore, the staff concluded that the same analysis and actions in removing L unqualified and undocumented coatings and recoating on Zion Station, Unit 1, would iesult in containment coatings that are acceptable for the restart and operation of Unit 1. It should be

' noted that the staff has raised this issue generically in Information Notice 97-13 and issued a

Dear Mr. Kingsley:

In letter dated February 5,1997. Commonwealth Edison Company (Comed), the licensee for Zion Station, Units 1 and 2, submitted an analysis of the transport of coating particles in the Zion Station containment during a loss-of coolant accident (LOCA). The analysis was developed in support of Zion Station's efforts to remove faulty coating 3 and replace them with qualified coatings. This issue was originally raised as a result of inspections during the Zion Station, Unit 2 refueling outage (Z2R14) in the summer of 1996, which indicated that there were problems with the coatings inside the containment. To complete its review of the licensee's submittal, the staff requested additional informatica in a letter dated May 23,1997, to which Comed responded  ;

in a letter dated September 5,1997.

Based on its review, the staff concluded that OomEd's analysis described in the February 5, 1997, submittal, and supplemented in a letter datea September 5,1997, and the removal of unqualified and undocumented coatings within the zone of influence and recoating activities, have resulted in containment coatings that are acceptable for the restart and operation of Zion Station, Unit 2. Furthermore, the staff concluded that the same analysis and actions in removing unqualified and undocumented coatings and recoating on Zion Station, Unit 1, would result in containment coatings that are acceptable for the restart and operation of Unit 1. It should be noted that the staff has raised this issue genericalh in Information Notice 97-13 and issued a draft Generic Letter for comment on May 13,1997 (Ci FP 26331).
