Dear Mr. Bauer:
SUBJECT:
USE OF ASME CODE EDITION AND ADDENDA FOR LIMERICK, UNITS 1 AND 2 The Philadelphia Electric Company's letter of April 1,1986, requested approval of the use of the same ASME Code Edition and Addenda for the Preservice Inspec-tion Program for Limerick Unit 2 as for the Inservice Inspection. Program for Unit 1.
The regulation which is applicable to this request,10CFR50.55a(g)(2) states "For a boiling or pressurized water-cooled nuclear power facility whose con-
-truction permit was issued cn or after January 1,1971, but before July 1,1974, 2
...shall meet the preservice examination requirements set forth in editions of Sect:nn XI of the ASME Boiler and Pressure Vessel Code and Addenda in effect 6 months prior to the date of issuance of the construction permit. The components (including supports) may meet the requirements set forth in subsequent editions of this code and addenda...."(footnote omitted).
Because the construction permits for Units 1 and 2 were issued on June 19, 1974, and the regulation allows the preservice inspection to meet the requirements of a later edition of the Code, NRC approval is not needed to conduct the pre-service inspection in accordance with the 1930 Edition of Section XI including the Addenda through Winter 1981. However, the edition of the Code selected should be used in its entirety and is not to be mixed with earlier editions.
We trust that this letter is responsive to your letter of April 1,1986.
If you have any further qJestions, please contact the staff's Project Manager for the Limerick project, Mr. R. E. Martin.
