Dear Chairman Palladino:
At the advisory panel meting of April 10 we were updated on the status of polar crane enforcement action. Bill Travers informed the panel that GPU had sent informtion to the NRC which was related to the issue of willingfulness.
We NRC staff sent that informtion to Ben Hayes' organization (Office of Investigation) for review.
Ben has since declined to further consider that matter and it has now been turned over to Ms. Axelrad's group (Inspection and Enforcement) for review.
We panel is extremely concerned regardingethe excessively long period of tim it has taken to conclude an allegation originally made in March,1983. Time and time again we have expressed our frustration in seeing such important matters drag on. We strongly urge a prcept review by the enforcement section and a soeedy response to this information provided by GPU.
In our system of checks and balances prompt penalties for wrongdoings are paramount to an offective system. We ask for your help in noving this natter along to a successful conclusion.
