Dear Mayor Morris:

This is in response to your letter of May 2, 1986 in which you asked for my help in moving the TMI-2 polar crane matter along to a conclusion.

Some enforcement actions require more than the usual amount of time to resolve because of their complexity. As you know, the staff took action in February 1984 on the initial March 1983 allegations regarding the polar crane at TMI-2. Since that time several lengthy reports concerning the matter have been developed by our Office of Investigations and by others. The most recent of these reports was received from the licensee in March 1986 and is currently being reviewed by the staff. To the extent that these various reports have caused the licensee to focus on the problems identified regarding this matter, an important enforcement purpose has been served even though no civil penalty hac been proposed to date.

Let me assure you, however, that the Commission will urge staff to conclude the remaining TMI enforcement matters as soon as possible.
