NC 28078-8985 SUBJECT: NRC INTEGRATED INSPECTION REPORT NOS. 50-369/97-18, 50-370/97-18 AND NOTICE OF VIOLATION Dear Mr. Barron: On December 13, 1997, the Nuclear Regulatory Commission (NRC) completed an inspection at your McGuire 1 and 2 reactor frility. The enclosed report presents the results of that inspection. During the six-week period covered by this inspection, your conduct of activities at the McGuire facility was generally characterized by safety- conscious operations, sound engineering and maintenance practices, and careful radiological work controls. Good operational control of Unit ' and oversight of Unit 2 outage activities. including reactor core reload, were recognized. However, a violation of NRC requirements was identified. The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances surrounding the issue are described in detail in the enclosed report. Please note that you are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response. The NRC will use your response, in part, to determine whether further enforcement action is necessary to ensure compliance with regulatory requirements. In accordance with 10 CFR 2.790(a) of the NRC's " Rules of Practice." a copy of this letter, its enclosures, and your response will be placed in the NRC Public Document Room (PDR).
