Mr. James P. O'Reilly, Regional Administrator U. S. Nuclear Regulatory Commission Region II 101 Marietta Street NW, Suite 2900 Atlanta, Georgia 30303 Re: McGuire Nuclear Sta ion Unit 2 Docket No. 50-370 p Startup Report -
pplement 3
Dear Mr. O'Reilly:
Pursuant to Technical Specifications 6.9.1.1, 6.9.1.2, and 6.9.1.3, attached are two copies of supplement 3 to the Startup Report for McGuire Nuclear Station, Unit 2.
During the previous 90 days, no additional testing at McGuire Unit 2 has been performed. However, one of the three startup procedures which was out-standing at the last supplement has been completed; the concerns with Startup Adjustments of Reactor Coolant System (TP/2/A/2600/20) have been resolved. provides a description of this resolution. Attachment 2 gives a list of the startup tests which remain uncompleted.
NRC/0IE Inspection Report Nos. 50-369/84-29 and 50-370/84-26 documented the NRC's review of the McGuire Unit 2 startup test program (including the items discussed in attachments 1 and 2), and concluded that the program is complete with the exception of the two tests referenced in attachment 2.
Please note that the Unit 2 startup report submitted by my letter dated February 8, 1984 contains an error in section 10.15; this section should reference section 7.5 of the report, not section 7.8 as stated.
The startup test program is still not complete since not all of the power escalation testing has been performed. Accordingly, pursuant to T. S. 6.9.1.3, additional supplementary reports will be submitted at least every 3 months until completion of all power escalation testing. The next supplemental report keeping you apprised of the progress of this testing will be filed by February 4, 1985.
Please advise if there are any questions concerning this matter.
Very truly yours,
- A. % Lpts Hal B. Tucker PBN/mjf 05 0

McGuire Nuclear Station - Unit 2 Startup Report Addendum November 6, 1984 The test Startup Adjustments of Reactor Control System has been completed.
Following the taking of data for the test, the 100% full power T was at Y80% fuit measured to be 587.8*F.
An acceptance criterion is that T "Ehe measurement It was originally thought thal power be less than 588.2 F.
uncertainty for T should be added to the measured value, and the result ensured to be less"Ihan 588.2 F.
However, it has been determined that since Tech Spec limit on T is 593 F, sufficient margin exists to ensure at actual T
doesnotexceed$I3FwhenindicatedT is $588.2*F considering all u$EErtainties. Therefore, all acceptance c$YEeria have been met, and the test has been completed.
