SUBJECT: NRC ROUTINE PHYSICAL SECURITY INSPECTION REPORT

50-440/97020(DRS)

. Dear Mr. Myers:

On December 5,1997, the NRC completed a physical security inspection at your Perry Nuclear

Power Plant. The enclosed report presents the results of this inspection.

Areas examined within your security program are identified in the report. Within those areas,

the inspection consisted of a selective examination of procedures and representative records,

observation of performance, and interviews with staff. The objective of this inspection effort -

was to determine whetbar activities authorized by the license were conducted safely and in 4

accordance with NRC requirements.

No violations were identified during this inspection. Overall, we found your physical security

program to be well managed with effective mechanisms for tracking and trending performance.

Maintenance support for the security program was professional, timely and thorough. We ,

identified a minor issue relating to your contraband recognition drill program. We noted that the 2

program did not include drills involving searches at the warehouse for packages and material

destined for entry into the protected area. Our understanding is that you will revise the

contraband detection program to include such drills,

in accordance with 10 CFR 2.790 of the NRC's lules of Practice," a copy of this letter and

enclosure will be placed in the NRC Public Document Room (PDR).
