SUMMARY
I.
Introduction On September 15,1995, USEC initially submitted the Compliance Plans for PGDP and PORTS to NRC as part of the Certification Application. Subsequent revisions to the Compliance Plans were submitted to NRC on November 7,1995 (Revision 1), February 5,1996 (Revision 2), July 12,1996 (Revision 3), and August 1,1996 (Revision 3.
Change A). The Complianc<.'lans include the following information:
A description of the areas of noncompliance; A plan of actions and schedule for achieving compliance; and A. justification for continued operation with adequate safety and safeguards.
The Compliance Plans contain 106 individual areas of noncompliance or " issues," $7 at PGDP and 49 at PORTS. Each issue includes one or more actions that must be completed in the next several years. There are approximately 450 individual actions contained in the Compliance Plans. Figure 1 shows graphically the Compliance Plan actions that have been completed and those actions that remain to be completed.
The hatroduction sections of the Compliance Plans state:
" Subsequent to the Of0cc of Nuclear hinterial Safety and Safeguards (NhiSS) Director's decision on initial certincation, USl^.C will prc. vide quarterly reports to NRC on the implementation status of Compliance Plan conunitments. These quarterly statur reports will include, w here appropriate, proposed revisions to remove the discussions of noncompliances that have been closed. The reports will also include an executive summary that identines plans of actions that were completed during the past quarter, plans of actions scheduled to completed bicJ during the next quarter, and a discussion of any plans of actions that are behind schedule'. The executive sumuary will be supported by a detailed listing, sorted by noncompliance, of the individual commitments within each plan of action The listing will include a comparison of the commitment completion date with the current projected completion date for each individus,'
commitment that he,c,t been completed. The first such report will be provided to NRC no later than 90 days ah'.r the NhiSS Director's decision on initial certincation. These reports will be provided until either all ple.ns of action in the PORTS or PGDP Compliance Plan have been completed or the NRC agrees that the reports are no longer necessary."
The initial Compliance Plan report was submitted to NRC on December 18,1996 (reference USEC letter GDP 96-0194). The reporting period for this quarterly report is September 1,1997 through November 30,1997.
l
'The " plans of actions" in this sentence are coincident with the Cow,iliance Plan issues.
To address and resolve each issue, the plan of action for that issue must be completed.

l The following is a summary ofinfbnnation included in this quarterly compliance Plan report:
II.
Proposed Revisi<ms to the Compliance Plans for " Closed" Noncompliances in the Compliance Plans, USEC committed to provide NRC with "propcsed revisions to remove the discussions of noncompliances that have been closed." Updates to the Compliance Plans to reflect completed or closed 2 Compliance Plan issues or actions will be submitted to NRC as part of Certificate of Compliance amendments or renewal applications required by 10 CFR 76. Additionally, NRC letter to USEC dated July 15, 1997', dNumented NRC's position on changes to the Compliance Plans as follows:
Changes to the " Justification for Continued Operation"," Plan of Action and
+
Schedule", and " Description of Noncompliance" sections require NRC approval prior to imntementation.
Changes to the "R.y <cmes" and " Commitment" sections require NRC acknowledgment prior to is.plementation. This acknowledgment would be in the Ibnn of a letter response and not an amendment to the Certificate of Compliance.
Additionally, in a letter to USEC dated October 23,19974, NRC informed USEC that l
USEC must obtain Department of Energy (DOE) approval prior to submitting any changes to I
the Compliance Plans for NRC review and approval.
l l
The following is a description of Certificate Amendment Requests (CARS) affecting l
Compliance Plan issues that were either submitted to the NRC or approved by the NRC l
during this reporting period.
l On April 23,1997, USEC submitted a CAR (reference USEC letter GDP 97-0062)
+
that proposes to revise the Plan of Action and Schedule for PGDP Compliance Plan issue 36. "Scismic Capability of Buildings C 331 and C 335." This CAR was subsequently revised via USEC letter GDP 97-0136 dated July 31,1997.
2 The term " complete" means that USEC has fulfilled all of the individual actions described in a Compliance Plan issue. A Compliance Plan issue is considered " closed" when the regulator has reviewed and concurred that all aduns have been completed and documented its review in writing.
2 Robert C. Pierson to Robert L Woolley, " Requirements for Changes to the Compliance Plans."
i
- Robert C. Pierson to Steven Toelle, " Coordination with Department of Energy for l
l Changes to the Compliance Plans."
l 2-
O o
Specifically, this CAR proposes to revise the Justificationfor Contimicd Operat/on and the Man ofAction andSchedu/c sections for the Compliance Plan issue. The proposed change states that by December 1,1997, USEC shall submit for NRC approval an updated seismic risk analysis for PGDP. This CAR is awaiting NRC review and approval, On December 1 1997. USEC submitted the updated seismic risk analysis (reference l
USEC letter Gl;P 97-0201). This letter states that the impact of the updated seismic l
hazard on the structural, piping, and equipment analyses reported in the design of the l
planned structural modifications to Huildings C 331 and C.335 required by item 1 of l
the PAS for Compliance Plan issue 36 is being assessed.11y February 23,1998, l
USEC will submit to the NRC a status of that assessment, including completed results i
as of that date.
l On July 1,1997, USEC submitted a CAR to revise the Plan for Achieving Compliance with NRC Regulations for PORTS Compliance Plan issue 3. Autoclave Upgrades. This revision is required to accurately depict the configuration of the Autoclave Locking Ring interlock System in the " Commitments" and " Justification for Continued Operation" sections of the Compliance Plan. This CAR is currently awaiting NRC approval.
On July 18,1997, and August 18,1997, USEC submitted CARS for PGDP and PORTS to revise issue 2 of the Compliance Plan. This issue requires, in part, that USEC submit an update to the application Safety Analysis Report based largely on the DOE site-wide SAR by August 17,1997. USEC's efforts to complete the SAR Update (SARUP) submittal have been underway since receipt of the DOE upgraded SAR in mid February,1997, and a majority of the necessary activities have been completed. Ilowever, additional time was required to complete the resolution of internal conunents from plant support groups, to evaluate changes to the plant and identified as found conditions fbr their impact on SARUP, to review the SARUP supporting documents, and to obtain final PORC approval of the proposed application changes. Consequently USEC requested approval of a change in the submittal date from August 17,1997 to October 31,1997. These CARS are awaiting NRC review and approval.
On August 11,1997, USEC submitted a CAR to revise PGDP Compliance Plan issue 3," Autoclave Upgrades," Action item 7. This action requires the modification of the C-360 autoclave controls to add a low instrument air pressure switch to initiate containment upon loss ofinstrument air. Ilowever, recent evaluation of this prescribed modification has determined that providing a second channel for high pressure containment that does not rely on instrument air is an improved alternative.
This CAR proposed to change the implementation date for this action item from August 31,1997 to October 31,1997, to coincide with completion of another Compliance Plan action item (Issue 3, Action Item 4) which will also require shutting down C-360 operations while the modifications are made. This CAR was approved I
by Ni ' on October 16,1997.

n i
On October 21,1997, USEC submitted a CAR for PORTS to revise Compliance Plan l
1 1ssue 24, to delete the implication that measuring and test equipment (M&TE) are l
categorind by Q, AQ, anJ AQ NCS. MATE used on Q. AQ, and AQ NCS l
equipment are qualified for use on equipment of the highest quality level (i.e., Q) and I
may be used on any of the three categories. His CAR also corrects an inconsistency l
within Compliance Plan issue 24 regarding the completion date for revising the l
calibration program procedures and training to meet more formal requirements for l
AQ SSCs by revising the subject completion date to June 30,1998. The revised date l
[
matches dates given elsewhere in issue 24 for upgrading the work control process and l
l preventive maintenance program for other AQ items, and also matches the PODP l
commitment dates for similar actions. This CAR is awaiting NRC review and l
approval.

Completed Compliance Plan lasues This section identifies those Compliance Plan Issues which USEC has completed as of the cutoff date for this report. Additionally, this section refleets those Compliance Plan issues that have been closed by DOE and NRC. There were no Compliance Plan l
issues closed by NRC during this reporting period. To date, only one Compliance Plan I
issue has been closed by the NRC (l.c., PGDP Compliance Plan issue 38, "lligh Volume l
Ambient Air Samplers). Of the 106 Compliance Plan issues',66 (i.e.,37 for PGDP and j
29 for PORTS) were completed as of November 30,1997, and are listed in Table 1. Of l
the approximate 450 Compliance Plan actions, about 350 (i.e.,78 %) were completed as l
of November 30,1997 (see Pigure 1). During this reporting period, USEC completed 10 l
Compliance Plan issues as reflected in Table 1. All Compliance Plan issues, and their associated actions, due to be completed by USEC as of November 30,1997 were l
completed except those (br which a CAR is currently pending NRC review and approval as noted in Section 11 of this report.
IV.
Compliance Plan issues that are Scheduled to be Completed During the Next Quarter inere are 11 Compliance Plan issues coming due between December 1,1997 and l
February 28,1997. These issues are listed in Table 2.
l
- $This report does not include the following Compliance Plan issues that were deleted or canceled as reflected in Revision 3 to the Compliance Plan:
. PGDP issues 28,47, A.5, and A.6 a

Discussion of Any Compliance Plan lisues that are Hehind Schedule Table 2 identifies those Compliance Plan issues that are coming due during the next i
reporting period and which are currently behind schedule. USEC is placing additional l
emphasis on these issues to complete them within their required duc dates. USEC is required to submit a CAR for NRC review and approval if we cannot complete a Compliance Plan issue by its required due date.
VI.
Detailed Listing of the Individual Commitments within each Compliance Plan issue Enclosure I to this report lists each Compliance Plan issue, a description of the commitments for each issue an<1 the due date committed to in the Compliance Plan.
Enclosure I also identifies if the commitment has been completed.
