SUBJECT:

INSPECTION NO. 15000003/97-001

Dear Mr. Shepherd:

On September 26 & 30,1997, Mr. Steve Shaffer of this office conducted a safety inspection at the U.S. Army base at Fort Monmouth, New Jersey of activities authorized by the Cali.fornia license listed below. Your activities in NRC jurisdiction are a

authorized by a general license granted by 10 CFR 150.20(a). The inspection was an examination of your licensed activities as they relate to radiation safety and to compliance with.the Commission's regulations and the license conditions. The inspection was limited to observations by the inspector, interviews with personnel and selective examination of records related to activities within the NRC's jurisdiction. The findings of the inspection were discussed with Messrs. Ralph Jacobs and Mike Novak, at the conclusion of the inspection.

Within the scope of this inspection, no violations were identified, in accordance with Section 2.700 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter will be placed in the Public Document Room. No reply to this letter is required.

Your cooperation with us is appreciated.

Sincerely, gr. a r~.,..

Field notes are to be used by the inspector to assist with the performance of the inspection. Note that all areas indicated in the field notes are not i

required to be addressed during egh inspection.

However. for those areas not covered during the inspection, a notation ("Not Reviewcdf) should be I

made in each section where applicable. Additionally, all areas covered during the inspection should be doctmented in sufficient detail to describe what activities and/or records the inspector observed.

For exaaple, the types of records that were reviewed and the time periods covered by those records should be noted.

If the licensee demonstrates any practices at your request, desciIbe those damnstrations.

The observations and demonstrations you describe in this report along with measurements and some records review, should substantiate your inspection findings.

NOTE: For ir.spections of radioactive drug distributors, ensure that all applicable sections (regarding 10 CFR Part 32) of the radiopharmacy field notes are completed.
