NRC MONTICELLO EMERGENCY PREPAREDNESS EXERCISE INSPECTION

REPORT 50 263/97016(DRS)

Deer Mr. Wadley:

On November 21,1997, the NRC completed an inspection of your einergency preparedness

blonnial exercise at the Monticello Nuclear Power Station. The purpose of the inspection was

to evaluate the performar,ce of the emergency response organization during the exercise. The

enclosed report presents the results of that inspection.

Areas examined within your emergency preparedness exercise performance are identified in

the report. Within those areas, the inspection consisted of a selective examination of

procedures and representative records, observation of performance, and interviews with staff.

The objective of the inspection effort was to determine whether activities authorized by the

license were conducted safely and in accordance with NRC requirements. Based on the results

of this inspection, no violations of NRC requirements were identified.

Control Room Simulator performance demonstrated a detailed understanding of plant

conditions. The Technical Support Center performance was very effective in providing

information, projections, and suggestions. Accident mitigation activities were well prioritized.

The performance of Operational Support Center management and staff was very competent,

despite some examples of inconsistent communication which did not impact overall facility

effectiveness.

Emergency Operations Facility performance was very effective. However, the lack of sufficient

criteria for Identifying the loss of the fuel clad fission product barrier in the Emergency

Classification Guidelines led to a brief delay in declaring a General Emergency. The field

monitoring teams performed well, exhibiting knowledge of their survey instruments, and

generally accomplishing their assigned tasks quickly and correctly. However, the teams 'e ce

slowed down considerably by problems with communications, equipment handling, and maps.

Post exercise critiques were self-critical and comments provided by controllers, evaluators, and

participants were constructive. The deficiencies noted by the controllers and participants were

consistent with the NRC's observations with only minor exceptions. The overall self assessment

was effective.

in summary, the emergency response activities observed during this inspection were effectively

implemented. Simulated events were accurately diagnosed, proper mitigation actions were

performed, and offsite agencies were notified in a timely manner. Interfacility tiansfers of

command and control of event responso 'were orderly and timely,

in LO,cordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and

enclosure will be placed in the NRC Public Document Room (PDR).
