This letter is to confirm agreements reached with your Staff concerning (1) the program of additional geologic and scismic investigations in. the vicinity of our Humboldt Day Power Plant, which will be completed over the next several months, (2) the scopo of the seismic design upgrading program for the Plant in order to meet cur-rent regulatory requirements, which is planned for completion during

.g. the Summer-Fall 1976- Unit No. 3 refueling, maintenance, and modifica-l tion outage, and (3) the planned outago s'chedule and requirements for return of the Unit to service. These matters have been discussed in detail with various members of the Regulatory Staff in a series of meetings held on April 20, 21, and 28, 1976.

Attachment I (40 copics enclosed) consists of a report which describes the objectives and details of the program for additional geologic and scismic investigations. It is our intent to complete this work prior to the return of Unit No. 3 to service following the Summer-Fall 1976 outage with the exception of one item noted in the report.

This item, which involves investigations in Table Bluff and Bayside Cutoff-Freshwater Crock Areas, will be completed by the end of 1976.

The report describes the mechanism by which the Regulatory Staff will be kept apprised of the progress of this work and the planned schedule for submission of reports on these investigations.

Attachment II (40 copics enclos,.d) is a summary report de-scribing in detail those Humboldt Bay Power Plant structures, systems-and components which arc addressed by our current seismic design up-grading program and have been classified as Sc'ismic Category I based S

systems and components whose continued function is not required but whose failure could reduce the functioning of Seismic Category I .

plant features are describcd in Attachment II. All of the structures, systems and components listed in Attachment II have or will be qualified by analysis and/or testing, modified or replaced as required to mect current regulatory requirements with respect to withstanding the effects of both the agreed upon OBE of 0.25 g and, in addition, an assumed SSE of 0.50 g. It should be noted that most of the major modifications that will be required are in progress at this time. The Regulatory Staff will_bc kept informed of the status of this work as it progresses.  !

- The Summer-Fall 1976 refueling, maintenanco and modification outage. will begin with a controlled shutdoun of the Unit commencing on the night of July 2, 1976. This is consistent with our normal practice of beginning an outage following the Friday cvening peak load rcquire-ments. The present expected return to servico dato is November 1. As agreed in our meeting of April 28, Commission concurrence with respect to the satisfactory completion of the geologic and seismic investigation program (Attachment I) and the current scismic design upgrading program for tho Plant (Attachment II) will be required prior to the time the Unit is returned to power operation.
