NRC EMERGENCY EXERCISE INSPECTION REPORT 70-7002/97009(DNMS)

Dear Mr. Mille .

On September 13,1997, the NRC completed an inspection at your Portsmouth Gaseous Diffusion Plant. The enclosed report presents the results of that inspection. The results of our inspection of your Emergency Preparedness Exercise are covered in the enclosed report and indicats that the facility was operated in a safe mannsir.

Seven inspector followup items (IFis) were identified during the emergency preparedness exercise. The IFls are a concern because they identified weaknesses in emergency plan knowledge and training in your emergency response organization. As detailed in the enclosed report, the performance of some emergency response activities was less than adequate. You are requested to respond to the performance weaknesses identified in the enclosed report within 30 days. Your response should include any corrective actions taken to address these weaknesses. 3 Overall, the emergency response activities observed during this inspection were adequately implemented. Simulated events were adequately diagnosed, proper mitigation actions were performed, and offsite agencies were notified in a timely manner. Interfacility transfers of command and control of event response were orderly and timely. Good performance by the Crisis Manager's staff and the EOS Technical Support staff was observed.

No violations of NRC requirements were identified during the inspection period, in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice" a copy of this letter, its enclosure, will be placed in the NRC Public Document Roon. ..
