Gentlemen:

We have reviewed your letter of April 30, 1986, in which you described your

intention of making a scheduhtr modification to an earlier commitment to the

NRC regarding certain long-term corrective actions to address the problem of

high temperatures in the Unit 2 drywell. Specifically, you notified us of your

intent to defer work from the first refueling outage to the second refueling

outage. As I discussed with Mr. D. Farrar and other members of your staff and

other members of the Region III staff in meetings in this office concerning this

matter on September 3 and November 1,1985, and in subsequent conversations

with your staff on May 5 and 23, 1986, we understand that you have performed

.

analyses which indicate that the deferral will not affect the qualification of

safety-related equipment inside the drywell . We also ur.derstand that careful

attention will be given by you to the ongoing temperature monitoring program to

assure high drywell temperatures that might develop will be prcmptly detected,

analyzed, and resolved. A recent NRC inspection (see NRC Inspection Report

Nos. 50-373/86019; 50-374/86018) conducted on May 6-8, 1986, confirmed that

corrective actions taken to reduce the Unit 2 high Drywell temperatures have

been effective.

Temperatures have been markedly reduced in the drywell ranging from 10 F to

90 F at various elevations. The drywell bulk (area) temperature has been

caduced an average of 12 F.

Therefore, the NRC has concluded that the

postponement of the modifications would not adversely affect the qualification

of the equipment. Given these understandings, we have no objections to the

scope and timing of your intended deferral as described in your April 30, 1986,

letter.
