Dear Mr. Keppler:

1) Fermi 2 URC Docket No. 50-341 URC License No. NPF-43
2) URC to Detroit Edison IE Bulletin No. 86-01, " Minimum Flow Logic Problems That Could Disable RHR Pumps", dated May 23, 1986
3) NRC to Detroit Edison IE Information Notice No. 85-94, " Potential for Loss of Minimum Flow Paths Leading to ECCS Pump Damage During a LOCA", dated December 13, 1985

Subject:

Fermi 2 Response to IE nulletin No. 86-01 We have carefully reviewed IE Bulletin No. 86-01 and determined that the problem described therein does not exist at Fermi 2. The problem is described as a design that closes both RHR minimum flow valves on a high flow signal from either flou loop, creating a single failure capable of disabling all four RHR pumps. At Fermi 2 each minimum flow valve is closed by a high flow signal j from its own flow loop.
