Natural Circulation Tests; SER Section 15.4.7.5 (SER Licensing Condition No. 5)

Dear Sir:

In Section 5.4.7.5 of Reference (b), the Staff indicated that we should provide a report justifying the applicability to Seabrook Station of the results for the boron mixing and natural circulation tests which were to be conducted at Diablo Canyon, Unit 1.

Enclosed please find our report entitled, " Natural Circulation Cooldown and Boron Mixing," which supports the applicability of Diablo Canyon's test results to Seabrook Station.

It should be noted that some of the information on Pages 9 and 10 of the enclosed report was intentionally emitted because the owner of the information indicated that it is considered confidential. Accordingly, we will make available, out of our Bethesde Cffice for the Staff's use, a copy of Pages 9 and 10 with the confidential information.

We trust that the enclosed is acceptable, and request that the resolution of this issue be reflected in the upcoming supplement to Seabrook's SER.

Very truly yours,
