Dear Mr. llauber:

The purpose of this letter is to request that the Reference application be revised to pennit end use of the initial core and reload fuel for use at Ulchin 5 & 6.

The Reference letter requested authortzation to export fuel assembly structural components and uranium to South Korea fcr use in the Ulchin 3 & 4 nuclear power plants. The NRC has not issued a liccnse pursuant to this application. Hnwever, a separate C E application dated 8/04/97 resulted in issuance oflicense X5NM 3002 authorizing expon of an initial core and reload fuel for use at Ulchin 3 & 4.

The requested revision to this application will aven issuance of a second fuels license for Ulchin 3 & 4.

When issued, License XSNM 2563 should allow shipment of natural uranium and low-enrichment uranium in various forms as fabricated fuel assemblies or constituent pans for an initial core and reload fuel for use at Ulchin 5 & 6. Note that no change is requested in the enrichment or quantity of materials to be exponed.
