On December 10,1997, personnel and vehicles from two local Volunteer Fire Departments were allowed access to the Waterford 3 Plant Protected Area (PA) without first being searched, as required, by security personnel. These individuals were carticipating in a preplanned unannounced fire drill. There was no malevolent intent involved with the entries. The cause of the event was a misinterpretation of a plant security procedure requirement which allows, under certain conditions, emergency personnel and vehicles to enter the PA without being searched. All members and vehicles of the Volunteer Fire Departments were escorted by security personnei during the time they were in the PA. There was no entry into the Plant Vital Area.

Security determined that there were no unauthorized or undetected entries of personnel or material into the PA. Security personnel have been briefed on proper search requirements for emergency personnci and vehicles during drill scenarios. The event did not compromise the health and safety of the public or plant personnel. This Security incident Report is being submitted per Appendix G to 10CFR73(l)c.

REPORTABL E OCCURRENCE During a preplanned unannounced fire drill, two local Volunteer Fire Department's personnel and vehicles were allowed access to the PA without first being searched by security personnel. This occurrence resulted in a potential for personnel and/or j

material to enter the PA undetected. Accordingly, this event is being reported pursuant to Appendix G to 10CFR73(l)c as a discovered vulnerability in a safeguards system that could allow unauthorized or undetected access to the protected area. On December 10,1997, a one hour report of this event was issued per the same requirement.

INITIAL CONDITIONS During this occurrence, Waterford 3 was operating in Mode 1 (Power Operation) at l

100% power. A preplanned unannounced fire drill was in progress.

EVENT DESCRIPTION On December 10,1997, personnel and vehicles from two local Volunteer Fire Departments were allowed access to the Waterford 3 Plant Protected Area (PA) without first being searched by security personne!. These individuals were participating in a preplanned unannounced fire drill.

Prior to both Fire Depart.nents' entry in the PA, a Security Shift Supervisor notified the Shift Superintendent of their arrival and plans to participate in the fire drill. The Security Shift Supervisor informed the Shift Superintendent that both Fire Departments

The Security Shift Supervisor based that decision on Security Procedure PS-011-102, Personnel Access and Exit, section 5.3.10 note 2, which states that fire and medical personnel (their equipment and vehicles) summoned to the plant site by the Emergency Coordinator or the Shift Supervisor are exempi from entry searches. The search requirement was waived, and both Fire Departments' personnel and veNeles entered the PA to participate in the fire drill. Armed security personnel escorted them during the time they we.e in the PA. There was no entry into the Plant Vital Area by the Fire Departments' personnel or vehicles.

Regulatory Guide (RG) 5.65, Vital Area Access Controls, Protection of Physical Security Equipment, and Key and Lock Controls allows the search of emergency personnel and vehicles to be waived during drill scenarios if certain conditions are met.

One of tha conditions required is to make prior notification to the NRC that the search 1

l of the emergency personnel and vehicles will be waived during the drill. There was no prior notification made to the NRC that the search of emergency personnel and vehicles would be waived.

CAUSAL FACTORS The cause of this occurrence was a misinterpretation of a plant security procedure by the Security Shift Supervisor pertaining to allowing emergency personnel and vehicles unsearched into the PA. The Security Shift Supervisor incorrectly interpreted section 5.3.10 note 2 of security procedure PS-011-102, Personnel Access and Exit, which states that fire and medical personnel (their equipment and vehicles) summoned to the plant site by the Emergency Coordinator or the Shift Supervisor are exempt from entry searches.- The Security Shift Supervisor thought, based on section 5.3.10 note 2, that Mt 70AM 3684 MSN

CORRECTIVE MEASURES The areas in the PA where the drill occurred was searched by security personnel. The search revealed no unauthorized material or personnel in the PA.

A discussion of this event with security supervision was conducted to emphasize the importance of the requirement to search emergency personnel and vehicles participating in drills inside the PA.

Security Procedure PS-011-102, Personnel Access Control, will be revised to state that search requirements during drills can only be waived with verification of prior NRC notification. This revision will be consistent with the guidance in Regulatory Guide (RG) 5.65, Vital Area Access Controls, Protection of Physical Security Equipment, and Key and Lock Controls. In addition, other security procedures have been reviewed to ensure consistency with the guidance in RG 5.65.

Procedure NTP-202, Fire Protection Training, will be revised to require that security management will receive prior notification of scheduled drills.

This event did not compromise the health and safety of the public and the safe operation of the plant.
