permits (CA0108073 and CA0108181 respectively) was adopted by the California Regional l Water Quality Control Board, San Diego Region, on December 16,1998. The addendum allows the discharge of non-chemical metal cleaning waste resulting from sludge lancing of the steam generators.

l In accordance with Appendix B, Section 3.2, Environmental Protection Plan, to Facility Operating Licenses NPF-10 and NPF-15 for Units 2 and 3 respectively, a copy of the addendum is being provided to the NRC as an enclosure to this letter.

The subject Addendum modifies the I waste discharge requirements for Southern California Edison,  !

SONGS, Unit 2 and Unit 3 by permitting the discharge of non-chemical metal cleaning waste to the combined discharge. The discharge of non-chemical metal cleaning wastes is subject to effluent limits and monitoring requirements as noted in the adopted Addendum No 3.

ADDENDUM NO. 3 TO ORDER NO. 94-49 (NPDES PERMIT NO. CA0108073)

AND ORDER NO. 94-50 (NPDES PERMIT NO. CA0108181)

WASTE DISCHARGE REQUIREMENTS FOR SOUTHERN CALIFORNIA EDISON COMPANY SAN ONOFRE NUCLEAR GENERATING STATION, UNIT 2 AND UN T 3 l SAN DIEGO COUNTY l

The California Regional Water Quality Control Board, San Diego l Regional (hereinafter Regional Board), finds that: 1

1. Southern California Edison Company (Edison) discharges up to 1,286.9 million gallons per day (MGD) of once through cooling water and in-plant wastes from San Onofte Nuclear Generating Station (SONGS), Unit 2 and Unit 3. The discharge from Unit 2 is regulated by Waste Discharge Requirements contained in Order No. 94-49, NPDES No.

CA0108073; the discharge from Unit 3 is regulated by Waste Discharge Requirements contained in Order No. 94-50, NPDES No. CA0108181.

2. Edison proposes to discharge 0.040 million gallons per day (MGD) of non-chemical metal cleaning waste from Unit 2 and from Unit 3, during the next fuel outage some time in late 1998 or early 1999, and during subsequent fuel outages.
3. The non-chemical metal cleaning consists of or contains particulate debris from the steam generators and feedwater piping.
4. The waste water from the non-chemical metal cleaning process will be routed through diatomaceous earth and cartridge filters for treatment prior to discharge to the Full Flow Condensate Polishing Regenerant waste stream, a low volume in plant waste.
5. The discharge of non-chemical metal cleaning waste is subject to USEPA Effluent Guidelines for Steam Electric Power Generating Point Source Category, as specified in 40 CFR 4 23.12 (b) 5.

-The issuance of this Addendum is exempt from the requirement for preparation of environmental documents under the California Environmental Quality Act in accordance with Section 13389 of the California Water Code.

7. This Regional Board h'as notified Edison and all known interested parties of its intent to modify Order No. 94-49 and Order No. 94-50.
8. This Regional Board in a public hearing heard and considered all comments pertaining to the modification of Order No. 94-49 and Order No. 94-50.

IT IS HEREBY ORDERED THAT:

1.

Order No. 94-49 and Order No. 94-50 shall be amended to include the following Discharge Specification B.26.

26. The discharge of non-chemical metal cleaning waste from this facility to the combined discharge outfall containing pollutants in excess of the following effluent limitation is prohibited: (based on a maximum flow rate of 0.040 MGD)

The quantity of pollutants discharged in non-chemical metal cleaning wastes shall not exceed the quantity determined by multiplying the flow of non-chemical metal cleaning wastes times the concentration listed in the following table:
