Supplementary information: In past discussions, Agreement States have indicated to Nuclear Regulatory Commission (NRC) staff that additional guidance for laboratories that test mixed waste would be useful. Mixed waste is defined in the Resource Conservation and Recovery Act as waste that contains both hazardous waste and source, special nuclear, or byproduct material subject to the Atomic Energy Act of 1954, as amended.
NRC and the Environmental Protection Agency (EPA) are jointly developing guidance on methods to reduce radiation doses when testing mixed waste and on strategies for complying with mixed waste storage requirements. EPA recently completed a report documenting a three-year study that examined the management options for, and technologies applicable to, mixed waste generated in its laboratories. A copy of the EPA report is enclosed for your information and use. It may provide usefulinformation for your State laboratories or for those subject to your regulatory authority who may generate or manage mixed wastes.
Finaliy, NRC staff is evaluating whether the development of additional guidance for laboratories testing mixed waste is warranted. We would appreciate knowing, after you have reviewed the attached report, if you believe additional guidance for laboratories, beyond that mentioned above, is needed.
