Inspection Report No. 50-309/86-05

This transmits the March 30 - May 10, 1986 routine inspection findings of Messrs.

C. Holden, J. Robertson, and D. Limroth at the Maine Yankee Atomic Power Plant,

Wiscasset, Maine.

Those findings were based on observations of activities, inter-

views, and document reviews, and have been discussed with Mr. Garrity of your staff.

Within the scope of this inspection, no violations were observed. We are concerned,

however, that continuing problems with the feedwater control system are challenging

safety systems. Following corrective maintenance to the feedwater header pressure

controller for the steam driven feedwater pump, similar problems involving the

interaction of the pressure controller with the governor necessitated an emergency

transfer to the electr.c driven feedwater pumps ten days later.

We will continue

to follow your activities to improve secondary plant reliability.

Your decision to remain shutdown on April 17 and 18, 1986 until the #3 inverter

was repaired and not operate the plant with the 120 VAC vital buses cross-connected

was a conservative decision on the part of your management team which I enthusias-

tically endorse.

We received your letter dated March 4,1986, which provides a response to our

February 4, 1986 Inspection Report No. 50-309/85-34.

Thank you for informing us

of the corrective and preventative actions documented in your letter.

These ac-

tions will be examined during a future inspection of your program.

No reply to this letter is required.

Your continued cooperation with us in this

matter is appreciated.
