YEDINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND_2 EBQPOSED TECHNICAL SPECIFiOATION CHANGE IUBDJNE CONTROL VALVE TESTING / INSPECTION BEOUEST FOR ADDITIONALINFORMATION On May 15,1997, VI ginia Electric and Power Company requested amendmer,ts, in the form of changes to the Technical Specifications, to Facility Operating License Numbers N.'F-4 and NPF-7 for North Anna Power Station Units 1 and 2, respectively. The proposed changes revised the Suweillance Requirements to clarify the testing and inspection methodology of the turbine governor control valves.
In a telephone conference call with the NRC Staff on October 6,1997, the staff requested additional information to continue their ieview of the proposed Technical Specification changes.
This letter provides a description of the normal operating positions and the normal valve travel during the overspeed protection suNeillance testing for the turbine control valves.
During plant operations with the turbine connected to the grid, the four intercept valves, four reheat stop valves and four throttle valves are full cpen. These valves are not designed to fi nction in an intermediate position. Therefore, these twelve valves are cycled from t leir running position (full open) when tested pursuant to Technical Specification wrveillance Requirement 4.7.1.7.2.a. As for the govemor valves, these four valves are designed to operate and control turbine power over the full range of v&e motion. Depending on turbine power at the time of testing, one or more of the governor valves will be less than fully open. The governor valves are cycled from their running position to the full closed position and back to the running position during each turbine overspeed protection surveillance test.
