SUMMARY

In accordance with the CodL of Federal Regulations, Title 10, Parts 50.90 and 2.101, Carolina Power & Light Company hereby requests a revision to the Technical Specifications (TS) for the Brunswick Steam Electric Plant Unit No. 2. The proposed change revises TS Table 3.6.3-1 to reflect modifications to be made during the upcoming Brunswick-2 Reload 6 outage to provide a dedicated purge system for post-accident combustible gas control. This system will meet the requirements of NUREG-0737 Item II.E.4.1. A similar request was granted for Brunswick-1 by Amendment No. 91 on September 10,1985.

DISCUSSION The modifications to be performed on the Brunswick-2 containment atmospheric dilution (CAD) system will provide a dual dedicated single active failure proof supply of nitrogen for use in post-accident conditions. Currently, nitrogen is transported from the storage tank into the reactor building by a 1-inch line. Once inside the reactor building, the 1-inch line connects with a 20-inch inerting line. Supply oi nitrogen through this line to containment is contingent upon operation of large air operated isolation valves. The scheduled modification reroutes both the inerting and exhaust lines of the CAD system, thereby providing post-accident purging capability independent of these large air operated isolation valves. The 20-inch inerting and exhaust lines will still be used under normal startup and makeup conditions. As a result of the modification, the suppression chamber and drywell makeup CAD inlet valves (CAC-V47 and CAC-V48) are being deleted from TS Table 3.6.3-1. In addition, seven new primary containment isolation valves are being added to TS Table 3.6.3-1.

Mr. Dan Muller JNLS-85-4t t/Page 2 The effect of this modification is to provide separate independent systems for containment atmosphere control during normal and post-accident conditions. The proposed modifications provide a properly sized system which is dedicated to post-accident combustible control and meet the redundancy and single-failure requirements of General Design Criteria 34 and 56 af Appendix A to 10 CFR 50.

In addition to the above changes, certain administrative changes such as redesignation of CAD inlet valves and the deletion of a "one-time only" note have been made.

SIGNIFICANT HAZARDS ANALYSIS The Commission has provided standards for determining whether a significant hazards consideration exists (10 CFR 50.92(c)). A proposed amendment to an operating license for a facility involves no significant hazards consideration if operation of the facility in accordance with the proposed amendment would not: (1) involve a significant increase in the probability or consequences of an accident previously evaluated;(2) create the possibility of a new or different kind of accident from any accident previously evaluated; or (3) involve a significant reduction in a margin of safety. Carolina Power & Light Company has reviewed this request and determined that:

The proposed amendment does not involve a significant increase in the probability or consequences of an accident previously evaluated because the modifications will result in an enhancement of post-accident combustible gas control capabilities. The bypassing of the two large air operated valves by 1-inch nitrogen lines provides a more reliable source of nitrogen. The existing 20-inch inerting and exhaust lines will still be used under normal startup and makeup conditions and could be used under post-accident conditions if necessary.

The proposed amendment does not create the possibility of a new or different kind of accident than previously evaluated for the same reasons as stated in Item 1.

The proposed amendment does not involve a signficant reduction in a margin of safety because the modifications to the CAD system result in a more reliable source of nitrogen for post-accident combustible gas control. The proposed modifications meet the requirements of NUREG-0737 Item II.E.4.1.

Based on the above reasoning, Carolina Power & Light Company has determined that the proposed amendment does not involve a significant hazards consideration.

ADMINISTRATIVE INFORMATION The revised Brunswick-2 TS pages are provided in Enclosure 1. The Company has evaluated this request in accordance with the provisions of 10 CFR 170.12 and determined that a license amendment application fee is required. A check for $150.00 is enclosed in payment of this fee. Issuance of this amendment is required by May 1,1986 in order to support startup of Brunswick-2.
