Dear Mr, Eliason:

On August 23,1997, the NRC completed an inspection at your Hope Creek reactor facility.
The enclosed report presents the results of that inspection.
During the 6 week period covered by this inspection period, your conduct of activities at
the Hope Creek facility was generally characterized by safety conscious operations, sound
'
engineering and maintenance practices, and careful radiological work controls. Though
,'
performance improvement initiatives in the operations department appear to be having a
positive impact, we remain concerned that maintenance support has not been fully
effective, specifically in the area of procedure quality and compliance, and attention to
'
detali as indicated in part during troubleshooting of the reactor manual control system.-
However, we recognize that you are aware of these issues, and have taken steps to
,
improve performance in these areas. We understand that your maintenance " intervention"

process is not yet complete. Three Non-Cited Violations were identified during this
.
reporting period, which is indicative of a good problem identification and corrective action
l
program,
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosures will be placed in the NRC Public Document Room (PDR).
