APPLICANTS' MOTION TO COMPEL EXPEDITED MOTION RESPONSES Applicants today filed " Applicants' Motion for Partial Re-consideration of the Board's Memorandum and Order (Limited Re-opening of the Record on Eddleman Contention 57-C-3)."
Pur-suant to the Commission's Rules of Practice, any written responses by Mr. Eddleman or the North Carolina Attorney Gener-al could be served by mail as late as February 10, while the NRC Staff / FEMA response could be filed as late as February 12.
Since the substantive motion addresses testimony and exhibits now due on February 21 -- a schedule which must be maintained to support the timely resolution of this contention -- a Board ruling on the merits of the motion may be foreclosed by the mere passage of time.
Applicants have prepared and filed this motion as soon as practicable following the termination of set-tiement discussions on Eddleman Contention 57-C-3.

Accordingly, there is good cause to compel the filing of expedited responses to the motion.
Applicants therefore move that the Board order other parties to deliver their replies to the Board on February 5, 1986.
Since all parties except the North Carolina Attorney General will be present in Bethesda for a discovery conference with the Board on February 5, hand de-livery of the replies should not impose an undue burden.
