OF NOVEMBER 17,1998, MEETING WITH ABB-COMBUSTION ENGINEERING REGARDING REVISION TO LARGE-BREAK LOCA EVALUATION MODEL On November 17,1998, a public meeting was held at the U.S. Nuclear Regulatory Commission's offices in Rockville, Maryland, between members of ABB-Combustion Enginc ring, Inc. (ABB-CE) and NRC staff. Attachment i lists attendees at the meeting. Most portions of the meeting involved discussion of proprietary information. Attachment 2 is a copy of the non-proprietary material handed out at the meeting.

The purpose of the meeting was to discuss the issues related to the revision of ABB-CE large-break LOCA evaluation models. ABB-CE feels that its current models are too l conservative compared to other vendor's models. In order to better serve its customers, ABB-CE plans to revise its current large-break LOCA evaluation models.

1 The meeting started with an ABB-CE representative presenting a meeting agenda and the overview of ABB-CE's licensing plans. At this meeting, ABB-CE presented the features of changes in conjunction with the planned revision. On November 18,1998, a conference call was held between NRC staff and ABB-CE representatives, to continue discussion on the same subject.

Major discussion points during the meeting and the follow-up telecon are as follows:

The staff informed ABB-CE that generally the staff prefers a lead plant application be submitted in support of the review and approval of a topical report. After receiving the topical report, the staff will perform an acceptance review. Submittals not meeting the acceptance requirements will be returned, identifying deficiencies, without further review. The staff also stated that an electronic version of the code should be included in

! the submittal package to allow the staff to perform an independent verification.

l ABB-CE identified certain process changes which were within the currently NRC-j approved models. It would notify the NRC when these changes were made, but did not intend to request NRC review. l analysis inputs, the values of these inputs should reflect consideration of surveillance uncertainties either in the values used in the analyses or the values supplied by the utility.  !

. ABB CE plans to remove some conservatism in its current LOCA model. The staff teplied that it is permitted to change the discretionary features of an Appendix K model as long as there are data to back up the change. However, any change to the Appendix K required features is not acceptable.

ABB-CE asked if retaining conservatism was a valid basis for staff acceptance of an ECCS model. The staff replied that the latest ABB-CE Appendix K small-break LOCA model was approved based on conservatism on a model-specific basis. However, since that review it has been identified that the conservatism in the model is not as large as it was perceived to be during the review.

. The staff identified a heat transfer graph that may be of concem in the ABB-CE handout l material. The staff clarified that non-physical and non-conservative models were not acceptable.

. ABB-CE requested the staff to complete the review within 6 months after its submitted the topical. The staff stated that there are currently no funds budgeted for contractor support; thus, the planned topical review would have to be performed in-house on a schedule consistent with the staff's workload. The requested time frame may be too tight l for the complex issues involved in the review, but asked that the staff be given an opportunity to reassess the priority of work once the topical report was submitted and the lead plant identified.
