SUBJECT:

APPROVAL FOR USE OF CODE CASE N-509 AND REllEF FROM ASME CODE.

SECTION IX. REQUIREMENT FOR EXAMINATION OF HIGH PRESSURE COOLANT INJECTION PUMP STUDS - BRUNSWICK STEAM ELECTRIC PLANT. UNITS 1 AND 2 (TAC N05. M98734 AND M98735) f Dear Mr. Hinnant By letter dated March 11. 1997 Carolina Power & Light Company (CP&L) requested approval to use Code Case N-509 " Alternative Rules for the Selection and Examination of Class 1. 2 and 3 Integrally Welded Attachments.

Section XI. Division 1." at the Brunswick Steam Electric Plant (BSEP) Units 1 and 2.

By letter dated A alternative to ASME Code.pril 1.1997. CP&L requested approval of an Section XI. recuirements for examination of BSEP high pressure coolant injection system (FPCI) main pump studs.

The staff has concluded that CP&L's proposal to apply Code Case N-509 as an alternative for the examination of integrally welded attachments is acceptable provided that a minimum 10 percent sample, of all non exempt integrally welded attachments to piping, pumps, and valves, in Class 1. 2. and 3 systems, is examined.

The proposed use of Code Case N-509 provides an acceptable level of quality and safety and is, therefore, authorized pursuant to 10 CFR 50.55a(a)(3)(1). The use of ASME Code Case N-509 is authorized until such time that this Code case is published in a future revision of NRC Regulatory Guide 1.147.

At that time if CP&L intends to continue to implement this Code case, it must follow all provisions in Code Case N-509, with limitations issued in Regulatory Guide 1.147 if any.

Regarding examination of HPCI main pump studs, the staff has determined that the proposed alternative would provide an acceptable level of quality and safety for the remainder of the second 10-year inspection interval.

Therefore, the proposed alternative is authorized pursuant to 10 CFR 50.55a(a)(3)(1).
